As this is a new global development, this paper provides a frame for stakeholders to understand and further discuss the impact and operational considerations in implementing a data portability requirement. Such discussions will generate useful feedback for future consultations to determine an optimal approach to implementing a data portability requirement that will reap maximum benefits from data portability.
