Mr Leong Keng Thai
梁景泰
Chairman, Data Protection Advisory Committee (DPAC)

As Chairman of DPAC, Mr Leong advises the Personal Data Protection Commission on matters relating to the personal data protection framework provided for in the Personal Data Protection Act. Mr Leong has retired from an illustrious career in the Public Sector, spanning across more than 40 years of significant contributions in the telecommunications and postal industry with Info-communications Media Development Authority (IMDA). Mr Leong graduated with a Bachelor of Engineering (Honours) from the University of Singapore and obtained a Master of Business Administration from the University of Southern California, USA. He also attended the Advanced Management Programme at Harvard Business School.

Mr Chak Kong Soon

Managing Partner, Stream Global Pte Ltd

Mr Chak has been a part of the ICM industry for more than 30 years. His passion in building and nurturing organisations led him to collaborate with his prominent partners to start Stream Global Pte Limited, a local “Venture Catalyst”.  Stream Global invests in and partners with entrepreneurs to help them realize their full potential.  Experienced partners in Stream Global act as mentors to these entrepreneurs, providing them with hands on business guidance to steer them towards their goals.

Mr Chak is passionate about developing the skills and professionalism of the ICM industry in Singapore. He contributes by lending his industry experience to serve as a Board Member at Employment and Employability Institute (e2i). Mr Chak is a member of the Academic Advisory Board of the IT schools in Institute of Technical Education (ITE), Singapore Polytechnic, Singapore University of Social Sciences and SMU Academy. He is also on the IT Advisory Committee of National Library Board (NLB) and NTUC Income.

Mr Chak has been recognised for his achievements in the Information Technology and Entrepreneurship arena. He was presented the “Young Professional of the Year” at the IT Leader Awards in 1999 and was a finalist in the Rotary – Association of Small and Medium Enterprise Entrepreneur of the Year Award, 1999. Mr Chak served as President of the Singapore Computer Society (SCS) and is one of the SCS’s 18 Honorary Fellows. He was also recently inducted into the Hall of Fame at the IT Leaders Awards 2019.

Ms Charmaine Leung

Managing Director, Community Chest and Group Director, Fund-Raising & Engagement Group, National Council of Social Service

Ms Leung has over two decades of experience in strategic marketing, business intelligence, consumer insights, and brand management in multi-national and regional organisations across Asia Pacific. In 2014, she made a career switch and became an independent consultant providing marketing and branding solutions, and has since spent more time volunteering and working with the seniors, low income families, and youths. As the Group Director of Fund-Raising & Engagement Group (FREG) and Managing Director of Community Chest, Ms Leung will be key in steering and growing Community Chest’s efforts in engaging the community to bring collaborative and sustained positive impact to the social service sector.

Ms Christina Teo

Co-Founder and CEO of UCARE.AI

Ms Teo is currently the co-founder and CEO of Singapore-based start-up UCARE.AI, a technology enabler using online machine learning and artificial intelligence, with the vision to be the single source of truth for health data and solutions. She was instrumental in leading the company from stealth mode to Series A, and launching its AI-powered predictive hospital bill estimation system throughout Parkway Pantai’s Singapore hospitals.

As a financial leader with 20 years of experience in private equity, leveraged buyouts and M&A, Ms. Teo has led a multitude of investments globally across diverse industries within Asia and the US. Notable deals include Jaya Holdings, Crystal Jade, 2XU, Seafolly, RM Williams, Guiseppe Zanotti and Cristiano Ronaldo’s global image rights. Prior to founding UCARE.AI in 2016, she was the CEO of Catpital, Director of Mint Media, Managing Director at L Capital Asia (LVMH), and held other senior investment positions at Affinity Equity Partners and Deutsche Bank’s Strategic Investments Group. She also has extensive experience working with in the US with Merrill Lynch, Walden VTDF and Mayfair Group.

Mr Colin Lim Fung Wan
林方万
Chief Information Officer and Group Director (InfoComm, Technology and Data) at Singapore’s Ministry of Health.

His previous role was the Chief Executive Officer of mobilityX, a mobility as a service start-up, that was backed by SMRT and Toyota Tsusho. Prior to that, Mr Lim was at SMRT where he was Managing Director SMRT Services and Vice President, Strategic Relations Office. He earlier worked at IBM UK, where his last role was Geography Leader, Intelligent Transport Systems, then a new IBM business initiative for which he identified and developed new markets and opportunities for IBM globally.

Mr Lim also served in the Singapore Administrative Service where his last appointment was Senior Director of the Planning and Organisation Division in the Ministry of Home Affairs. Prior to that, he was the Registrar of Vehicles and Group Director for Vehicle and Transit Licensing at the Land Transport Authority.  He has also worked at the Ministries of Manpower and Transport.

Mr Lim has been a director of the Singapore Medical Association (SMA) Charity Fund since 2013. His other voluntary work includes Deputy Chairman, School Advisory Committee of Henry Park Primary School and member of the Employability and Employment Committee, Yellow Ribbon Singapore.

Mr Derek Ho
何天益
Senior Vice President, Assistant General Counsel, Privacy and Data Protection, Mastercard
Vice President, AsiaDPO

Mr Derek Ho is the Senior Vice President and Assistant General Counsel for privacy and data protection at Mastercard for the Europe, the Asia Pacific and Middle East Africa regions.

Mr Derek is a Singapore qualified lawyer and he specialises in privacy and data protection and technology law. Prior to Mastercard, Derek held senior legal positions in multinational companies in the Asia Pacific region, and was part of Drew & Napier LLC’s telecommunications, media and technology practice in Singapore.

Mr Derek is also a management committee member of AsiaDPO which is a registered society of data protection officers focused on developing and advancing practices in data protection and serving as a trusted resource of industry expertise. Derek graduated from the National University of Singapore, and is a Certified Information Privacy Professional and a Certified Information Privacy Manager.

Mr Gaurav Keerthi
Deputy Chief Executive, Cyber Security Agency

BG Gaurav Keerthi is the Deputy Chief Executive of the Cyber Security Agency of Singapore, covering the capability and ecosystem development portfolio.

He was an air force pilot and the Chief Innovation Officer at the RSAF prior to joining CSA, and concurrently volunteers as the head of the national techforgood non-profit organisation.

Mr Kurt Wee
王騰憶
President, Association of Small & Medium Enterprises 

Mr Wee has spent his career spanning the last 20 years in the investment, private equity and business advisory industries. He has invested in various start-ups and private equity projects. He is consulted by a number of businesses professionally and serves on a number of boards. 

At the Association of Small & Medium Enterprises (ASME), Mr Wee served as its Vice President since 2002 to 2013. He was elected as the President of the ASME in November 2013. 

Kurt also volunteers at the Singapore Children's Society as an executive committee member and chairs the Appeals (fundraising) Standing Committee. He also serves in a number of government committees and academic institutions. Mr Wee was appointed as a Justice of the Peace in 2018.

Ms K Thanaletchimi
President, Healthcare Services Employees' Union

Ms. K Thanaletchimi is an elected Vice President of the National Trades Union Congress (NTUC) Central Committee, and President of the Healthcare Services Employees’ Union. Ms K Thanaletchimi is also Vice-President of the Executive Board of the Singapore Council of Women’s Organisations (SCWO) for the term 2019 to 2021.

Concurrently, she chairs the Labour Movement’s Essential Domestic Services Cluster and NTUC Women’s Committee. Representing workers and the Labour Movement, Ms K Thanaletchimi sits in several government agencies, national institutions and tripartite committees, such as the Families for Life Council, ITE Board and People’s Association Board. She also serves as the Board Member of NTUC Health.

A veteran unionist, Ms K Thanaletchimi was a Nominated Member of Parliament from 2016 to 2018, during which she leveraged her extensive union work experience to address the issues and challenges faced by workers in Singapore, with an emphasis on women, family and healthcare issues. In recognition of her contribution and service to advance the interests and welfare of workers, she received the National Day Award (Public Service Medal) in 2019.

Ms K Thanaletchimi graduated from the University of Sydney in Australia with a Master’s Degree in Health Science Management, and the University of Bradford in United Kingdom with a Bachelor Degree of Science (Honours). She also holds a Graduate Diploma in Quality Assurance and Management, an Advanced Diploma in Strategic Marketing and a Diploma in Chemical Process Technology from the Singapore Polytechnic. In addition, she received a Diploma in Industrial Relations from the Ong Teng Cheong Institute of Labour Studies.

Mr Lance Little
Managing Director, Region Asia Pacific, Roche Diagnostics Asia Pacific Pte Ltd

Mr Little became the Managing Director, Region Asia Pacific for Roche Diagnostics in 2012. Prior to that, he was the Managing Director of Roche Diagnostics India (including the Indian sub-region). His experience as Managing Director extends to both Roche Diagnostics Thailand and Roche Diagnostics New Zealand.

Mr Little joined Roche in New Zealand in 1995 in the technical support and management division of Boehringer Mannheim’s Clinical Chemistry portfolio, before moving on to sales and marketing roles. He was appointed Managing Director of Roche Diagnostics Thailand in 2008 before returning to New Zealand to take up the role of Managing Director in 2009.

Mr Little started his career as a Medical Laboratory Scientist, specializing in Biochemistry at Auckland Hospital Laboratory in New Zealand. Following that, he spent some time managing the Automation Laboratory at Diagnostic Laboratories in Auckland.

Mr Lim Biow Chuan
林谋权
Director, BC LIM & LAU LLC 

Mr Lim is the Member of Parliament (MP) for Mountbatten SMC. He was first elected as MP for Marine Parade GRC (Mountbatten) in 2006. He was re-elected as the MP for Mountbatten SMC in May 2011, Sept 2015 and July 2020. He was previously Deputy Speaker of Parliament between 2015 to 2020.

In addition to his Parliamentary duties, Mr Lim serves as Chairman of Marine Parade Town Council and President of CASE. He sits as director for the Financial Industry Dispute Resolution Centre (FIDREC) which was set up to adjudicate on financial disputes between consumers and financial institutions. He is also a director of Marine Parade Leadership Foundation – a charity set up to identify future community leaders. He is a lawyer and has been in legal practice since 1989. He is also a Notary Public and Commissioner for Oaths.  He has been actively involved in community service since 1990 and was awarded the Public Service Medal (PBM) in 2001 for community service.

Mr Lu Cheng Yang

Secretary-General, Singapore Chinese Chamber of Commerce & Industry

Mr Lu Cheng Yang joined Singapore Chinese Chamber of Commerce & Industry (SCCCI) in April 2018. Mr Lu's role as Secretary-General is to manage the SCCCI's secretariat and its subsidiaries to support the chamber's efforts in assisting the business community. Prior to this appointment, Mr Lu held key appointments at the Ministries of Defence, Home Affairs, Environment and Education. He is familiar with all matters of personnel/human resource and the business of government from strategic policy options to project execution. Mr Lu graduated with an Engineering Science and Economics degree from Oxford in 1984 and attended the Stanford University Sloan Masters Program in 1994. 

Ms Low Siew Ling
少玲
Deputy Chief Counsel Advisory (Civil Division), Attorney General’s Chamber

Siew Ling is a Deputy Chief Counsel (Advisory) in the Civil Division of the Attorney-General’s Chambers, where she advises the Government on a wide range of legal matters, including constitutional and administrative law issues. She has also represented the Attorney-General in the Court of Appeal and the High Court in various cases.

Siew Ling has more than 17 years of experience in the Singapore Legal Service. She joined the Legal Service as a Justices’ Law Clerk shortly after graduating in 2003 with first class honours from the National University of Singapore.

From 2005-2008, Siew Ling was an Assistant Registrar of the Supreme Court, with a concurrent appointment as a Magistrate of the Subordinate Courts. She was also awarded a Legal Service Commission scholarship to pursue her Masters in Law at Harvard Law School.

Siew Ling was posted to the AGC in 2009. Prior to her current appointment, she has served as Head of the AGC’s Strategic Planning and Organizational Excellence Office, Senior Director of the AGC’s Knowledge Management Unit and as Deputy Senior State Counsel in the Civil Division.

Mr Mohamed Nasser Ismail
Senior Vice President, Global Head Equity Capital Markets, Singapore Exchange

Mr Nasser, is Global Head Equity Capital Markets at SGX. In his current role, he is responsible for marketing and attracting companies to list on either the SGX Mainboard or Catalist listing platforms. His responsibilities include the development of various equity capital market initiatives to provide greater fund raising services as well as further deepening the capital markets ecosystem in Singapore. He is also spearheading various policy and platform initiatives related to the capital markets.

Prior to assuming his present responsibilities in 2014, Mr Nasser helmed the Issuer Regulation Unit where he oversaw the review of listing applications as well as monitored the ongoing compliance of listed companies with the Listing Rules. Mr Nasser had also led various units in the course of his career in SGX, including Enforcement, Regulatory Development & Policy as well as Legal & Compliance. Before joining SGX in 2005, Mr Nasser served as a Deputy Public Prosecutor with the Attorney-General’s Chambers.

Mr Nasser is presently serving as a Board member of Enterprise Singapore and also an Appeals Board member of the Islamic Religious Council.

Mr Patrick Tay

Assistant Secretary-General of NTUC

Patrick Tay is the Assistant Secretary-General of NTUC and Member of Parliament of Pioneer SMC. He currently chairs the Government Parliamentary Committee for Education and co-chairs the Financial Sector Tripartite Committee with the Monetary Authority of Singapore and the PME Taskforce with the Singapore National Employer’s Federation.  As Director of NTUC’s Legal and Strategy Departments, he represents the Labour Movement in tripartite workgroups to review/update employment and industrial relations legislation and has been pivotal in lobbying for the many changes to manpower related laws and policies in Singapore.  He is also the Executive Secretary for Banking & Financial Services Union and Singapore Manual & Mercantile Workers’ Union.  As legal adviser to NTUC-affiliated unions in Singapore, he has advised/represented numerous unions/members in complex and contentious issues, dispute

Professor Simon Chesterman

Dean, Faculty of Law, National University of Singapore (NUS)

Professor Chesterman is Dean of the National University of Singapore Faculty of Law. He is also Editor of the Asian Journal of International Law. His teaching experience includes periods at the Universities of Melbourne, Oxford, Southampton, Columbia, and Sciences Po. From 2006-2011, he was Global Professor and Director of the New York University School of Law Singapore Programme. Prior to joining NYU, he was a Senior Associate at the International Peace Academy and Director of UN Relations at the International Crisis Group in New York. He has previously worked for the UN Office for the Coordination of Humanitarian Affairs in Yugoslavia and interned at the International Criminal Tribunal for Rwanda. Professor Chesterman is a recognised authority on international law and author or editor of nineteen books including Law and Practice of the United Nations (with Ian Johnstone and David M. Malone, OUP, 2016); One Nation Under Surveillance (OUP, 2011); You, The People (OUP, 2004); and Just War or Just Peace? (OUP, 2001). 

Ms Shirley Wong

Managing Partner, TNF Ventures

Shirley is a results-driven, determined business leader and entrepreneur that has accumulated over 28 years of experience in the IT & Technology industry. Currently she is the Managing Partner of TNF Ventures Pte Ltd, a seed and early stage venture fund that focuses on technology startups. Prior to her current role, she oversaw the management and operations of the BT Frontline group in Asia Pacific, where she led the professional services business for Cyber Security, Healthcare and Applications Development. From 2013 to 2016, Shirley was the Chairman of Singapore Infocomm Technology Federation which is now known as SGTech. Shirley co-founded Frontline Technologies in 1994, and was listed on the Singapore Exchange in March 2001. Under her stewardship, the company grew from a team of 8 to a 5000 strong workforce spread across 11 countries in Asia Pacific. Subsequently, the company was acquired by British Telecom Global Services in March 2008. In recent years, her focus shifted to investing in technology based startups and mentoring startups while remaining keenly passionate about entrepreneurship and innovative technology to drive efficiencies. In the startup scene, she actively helps startups to secure funding and gain market access. For the 3 rd consecutive year, Shirley has been appointed as the Chairperson of President’s Technology Award. This award gives recognition to research scientists and engineers in Singapore who have made outstanding contributions to R&D resulting in the invention or a discovery of significant technology with industrial applications. She is also the Chairperson of Lee Kuan Yew Global Business Plan Competition, a convening platform for young innovators and investors on Smart Cities Innovation in Asia. Shirley serves on the board of Singapore Science Center, Assurity Trusted Solutions and National Kidney Foundation. She previously served on the board of Infocomm Development Authority, Infocomm Media Development Authority of Singapore and Accel Systems & Technologies. She is currently a member of the TechSkills Accelerator Governing Council, CAAS authority committee member of Cybersecurity and Data Governance committee, member of Temasek Polytechnic IT School Advisory Council, PDPA Advisory Committee and Entrepreneur-in-Residence of Singapore Management University. She is recognized as Singapore 100 Women in Tech 2020 for her contribution to the tech sector. 

Ms Tammie Tham

Group Chief Executive Officer, Ensign Infosecurity Pte Ltd

Ms Tham is an industry veteran with 20 years of experience in the cybersecurity field. Prior to Ensign, she was the Chief Executive Officer and Founder of Accel Systems and Technologies.

Ms Tham serves on the Board of Trustees of the Singapore Institute of Technology and the Mediacorp Board. She is also the Honorary Secretary of SGTech and the Co-Chair of the Cyber Security Awareness Alliance.

Ms Weng Wanyi

Smart Nation and Digital Government Office

A 15-year veteran of the Singapore Police Force, DAC Weng is currently seconded to the Smart Nation and Digital Government Office (SNDGO) as Director of the Government Data Office (GDO). GDO drives the Government Data Strategy, which seeks to harness the power of data to improve policies and public services to citizens while sharing and using data in a responsible and secure manner.

Prior to this role, DAC Weng was awarded the prestigious Fulbright fellowship in 2020 by the US Government to pursue a Master of Science in Public Policy and Management at Carnegie Mellon University’s Heinz College. Uniquely positioned at the intersection of policy, technology and management, the programme emphasised technical training in preparing public service leaders for the complexities of a digital society. Graduating with top honours, DAC Weng’s capstone project client was a global pharmaceutical company where she worked on assessing possible bias in their machine learning algorithms.

DAC Weng was part of the Ministry of Home Affairs Science & Technology Office, tasked with the conceptualisation and creation of the Home Team Science & Technology Agency (HTX). In her policing career, she has served as the Assistant Director of the Digital Transformation Department, as well as completed stints in investigation, strategic planning and traffic policing.

DAC Weng holds a MSc in Public Policy and Management from Carnegie Mellon University and a MSc in the History of International Relations from the London School of Economics.
