For breaching the Consent and Purpose Limitation Obligations, a financial penalty of $21,000 was imposed on Neo Yong Xiang for using his customers' personal data to register for prepaid SIM cards without their consent. The SIM cards were subsequently sold to anonymous individual(s) who used them to send specified messages in contravention of the Do Not Call provisions of the PDPA.
