Main Advisory Guidelines

The advisory guidelines issued by the Personal Data Protection Commission (PDPC) should be read in conjunction with the "Introduction to the Guidelines" including the disclaimers set out therein.

The Introduction provides an overview of the PDPA and the effect and purpose of the PDPC’s advisory guidelines. In particular, please note that these advisory guidelines indicate the manner in which the PDPC will interpret provisions of the PDPA and are not legally binding on the PDPC or any other party.

Advisory Guidelines On Key Concepts In The Personal Data Protection Act

The Advisory Guidelines for Key Concepts elaborates on and provides illustrations for the key obligations in the PDPA and interpretation of key terms in the PDPA. These assist in organisations and individuals’ general understanding of the PDPA.

Revisions to Chapter 5 on Personal Data and Editorial Amendments (updated 27 July 2017)

Chapter 5 has been revised to provide further clarity on what constitutes personal data, including the types of data which, on its own, constitutes personal data.


Advisory Guidelines On The Personal Data Protection Act For Selected Topics

The Advisory Guidelines for Selected Topics elaborates on how the PDPA applies to particular issues and domains. These assist in organisations and individuals’ understanding of the PDPA in the context of the topics selected.

Revisions to Chapter on NRIC Numbers (updated 31 August 2018)

Chapter 6 on NRIC Numbers has been removed from this Advisory Guidelines and can be found in the Advisory Guidelines on the PDPA for NRIC and Other National Identity Numbers.


Advisory Guidelines On The Do Not Call Provisions

These Advisory Guidelines provide an  explanation of how the DNC Provisions, which are set out in Part IX of the PDPA, may apply in different scenarios and allows organisations and individuals to better understand its requirements. They should be read in conjunction with the Advisory Guidelines On Key Concepts and Advisory Guidelines for Selected Topics.

Revisions to Chapters 3, 7 and 11 (updated 27 July 2017)

Chapters 3, 7 and 11 have been revised to provide further clarification on responding to requests for information through a third party, sending specified messages to Singapore telephone numbers obtained through third party sources, and the definition of “ongoing relationship”.


Advisory Guidelines On Requiring Consent For Marketing Purposes

These Advisory Guidelines provide greater clarity on whether an organisation may require an individual to give his consent for marketing purposes.
